FPPV were engaged to develop a Regional Strategic Master Plan (RSMP) for DSE’s regional service delivery centres in 2007. This RSMP formed the first whole of organisation review of DSE sites statewide and was to inform the strategic direction and planning framework to support service delivery for the department for a 10 year period.
The process involved a series of consultative interviews with all key Departmental stakeholders through to local work group managers.
Drawing on the information gathered, the RSMP identified a functional model that consisted of a tiered network of centres encompassing four levels of service delivery within each region. These levels included: Regional Centres, Major Centres (Sub-regional), Work Centres (District), and Seasonal Works Centres.
In addition to identifying the four service delivery levels, the RSMP outlined the operational, functional and facility requirements of each level and formulated a functional brief for each. Findings also identified the requirements around selection of location and facility procurement options incorporating rationalisation, co-location, partnerships and community facilities.
As the RSMP assessed each region, findings and recommendations were provided on shortfalls from current standards, aging infrastructure, inefficient operations and possible capital works opportunities. In completing the RSMP, FPPV gained a thorough and in-depth understanding of the departments operational model, regional and local requirements.
