FPPV has conducted a strategic review and delivered a suite of security-focused projects to reinforce safety measures at Parliament House, Melbourne. Balancing the heritage significance of the building with its public-facing role presented distinct challenges, requiring secure solutions that uphold the Victorian Parliament’s commitment to accessibility and openness.
Key projects include:
- Upgrading external doors and windows to meet security compliance standards while respecting the building’s heritage character.
- New perimeter fencing designed to mitigate risks from hostile vehicles and trespassing. Thoughtfully detailed plinths and fencing ensure a palisade barrier that aligns with the precinct’s historic fabric while delivering maximum security.
- A new security gatehouse facilitating controlled vehicle and pedestrian entry via airlocks. The gatehouse accommodates security personnel and integrates mail and delivery scanning facilities.
- A rear security checkpoint providing managed access for Parliament members, staff, visitors, and contractors. Features include controlled airlocks, scanning equipment, and muster rooms for security and police presence.
- Upgraded public-facing security measures at the front entrance, including a new security checkpoint, access-controlling screens, and zoned security within the building. Enhancements also cover reception counters, a gift shop, amenities, and secure doors replicating the originals for the visitor access zone.
- Heavy vehicle mitigation along Spring Street driveway, incorporating fixed and operable bollards. Due to spatial constraints, collaboration with Melbourne City Council ensured sensitive bollard placement along footpaths, carefully balancing vehicular and pedestrian movements. Given the significance of the precinct, FPPV engaged closely with stakeholders and suppliers to select bollards that meet operational demands while complementing the heritage setting.
FPPV oversaw the design and consultation process to address the concerns of diverse stakeholders, including Victoria Police, Members of Parliament, staff, and engineering experts. Careful project management ensured seamless programming, coordination, and communication to align with event schedules and activities within the public spaces surrounding Parliament House.
With over 25 years of experience delivering civic and cultural projects at the Parliament of Victoria, FPPV’s ongoing contributions include 13 stages of stone restoration, a precinct masterplan, and urban impact assessments—particularly evaluating adjacent building heights and future growth considerations.
